i don't think this is supported natively in Openbox. check out an app called 'devilspie' which might be able to do this: http://burtonini.com/blog/computers/devilspie/. if you're uncomfortable with editing the config-files try 'gdevilspie', a GUI-frontend which works pretty nice.
