I just played with Gimp and the filter was Gimpressionist or something in the vicinity.

I'm pretty sure much better job could be achieved with a little work.

Edit - Reading further on that page reveals that FreeSans is the default now

I thought it had to be Sans or Freesans.  In some of the backgrounds I have created, it was Freesans that matched everything
